Under general direction, the ideal Management Analyst candidate will meet with business customers, gather business requirements, develop business documentation, understand the underlying data flow, test solution, and assist in implementation of business/technical solutions through application of the appropriate so information.
This position is responsible for ongoing analysis of information, obtained from a variety of sources. It involves development and preparation of information products for members of the team. It requires the ability to analyze data from conceptualization through presentation of the data. It requires proficiency with analytical tools, knowledge of data analysis methodology, use of presentation software, strong communication skills and a strong commitment to and affinity for delivering the highest level of customer service. Should help to understand and collect data and analyze previous information in centralized repository. This person will help identify gaps.
 The Management Analyst will interact with business representatives to gain an understanding of the business environment and act as a liaison between business and technical solutions/support groups. The candidate will identify business requirements, the data field needed, business rules and formula’s use by that data field.  The business analysts will trace every data field back to the original source and validate that the data source is the system of record.  The business owner of that data field will validate that the data field represents the correct description and use of the field.  The business processes connect with that data field will also be documented to enhance the understanding of how the data is used.   
 The candidate will analyze business and user needs, and document specifications to meet those needs, conduct user testing to ensure proper functionality prior to implementation.  The candidate will work very closely with the project team. 
 
 
  1. RESPONSIBILITIES:
 
  1. Facilitate requirements gathering sessions with clients to determine business requirements and rules, write sql queries to know the underlying data and its dispositions
  2. Map requirements to product functionality and identify any gaps
  3. Create and maintain the Business Requirements Documentation used in configuring client systems
  4. Create and execute test plans
  5. Replicate client defects, perform initial defect analysis and assign to appropriate developers
  6. Troubleshoot data issues including writing sql queries to the database to identify and resolve data issues
  7. Participate in internal and external team meetings
  8. Facilitate client training, as needed
  9. Work closely with Project Manager to ensure successful implementations
 
 
  1. QUALIFICATIONS REQUIRED AT HIRE (list knowledge, skills and abilities)
  1. Expertise to clearly ascertain requirements
  2. Experience writing and executing SQL
  3. Experience with Use Case design/analysis/specifications to understand and document how data is used, business functionality and rules
  4. Expertise to document requirements
  5. Ability to gather detailed business requirements and organize into traceable, testable and verifiable data and business format
  6. Business Rules and Functional Requirements document creation experience
  7. Experience working with a variety of information systems and data files, including large and complex files: analyzing file structure, using and creating file layouts, transforming raw data into finished products.
  8. Demonstrated experience in analysis and presentation of data required.
  9. Perform root cause analysis on issues identified and propose solutions to address them
  10. Excellent written & verbal communication skills
  11. Demonstrates strong interpersonal and teamwork skills
  12.  Ability to interact well with business users/technical teams/project managers/senior management/vendors
  13.  Experience working as a liaison between IT and Business groups.
  14.  Demonstrates ability to resolve problems
  15.  Highly detail and process oriented
 
 
  1. QUALIFICATIONS ACQUIRED ON THE JOB (list knowledge, skills and abilities)
  1. Full understanding of SQL
  2. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities
 
 
  1. MINIMUM ENTRANCE REQUIREMENTS
(From Official Job Classification Specification, Approved by HRD)
  • 3 to 5 years’ experience as an analyst
  • Proven experience in business and systems analysis and documentation of system specifications
  • Proven experience in system testing
  • Solid understanding of the development life cycle
  • Ability to communicate with both business and technical groups
  • Ability to work independently
 
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer system analysis, or (C) any equivalent combination of the required experience and the substitutions below.
 
Substitutions
  1. An Associate’s degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience*
  2. A Bachelor’s degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*
  3. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*
  4. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*
  5. An official transcript from a recognized business or vocational/technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field at computer programming may be substituted for a maximum of one year of the required (A) experience *VI.  Graduation from a data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
  6. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
 
 
*Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
 
NOTE:  No substitution will be allowed for more than two years of the required (A) experience.
