Overall Position Summary and Objectives Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of the National Institute of Neurological Disorders and Stroke. STATEMENT OF WORK DETAILS

Provides analysis and advisory services regarding management functions.
  • Analyze information requirements to develop reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology
  • Conduct in-depth analysis of all facets of operations, document areas for improvement, research improvement methodologies and recommend course of action
  • Perform analyses by investigating policies and the effectiveness of programs; implement proposed changes by monitoring recommendations and identifying opportunities for improvement
  • Serve as a resource for staff regarding established policy; keep abreast of new NIH and NINDS guidance and policies; disseminate information to staff and respond to requests for information regarding status of projects or actions
  • Gather, compile, analyze and evaluate data for NINDS performance management goals; implement solutions to drive continuous improvement of business processes
 
Prepares a variety of management and administrative studies to analyze and evaluate internal procedures, policies, processes and systems for the purpose of improving efficiency.
 
  • Analyze and evaluate proposed changes in operating procedures and draft standard operating procedure and
  • Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative controls and systems
  • Review policy, regulatory and legal requirements for operation and document gaps and propose corrective actions
Reviews and comments on new or proposed changes to existing policies, procedures or systems.
  • Research and analyze new government policies and regulations that may impact operations and propose actions to ensure operational compliance
  • Analyze program performance to identify issues and develop recommendations for improvement; draft standard operating procedures SOPs and guidelines for implementation of programmatic and administrative activities
  • Review outgoing correspondence for executive levels approval and alert writers to any conflict with the file or departure from policies or executive levels viewpoints; make recommendations to resolve problems that arise
  • In the executive levels absence ensure that requests for action or information are relayed to the appropriate staff; decide whether executive level should be notified of important or emergency situations
Prepares reports in the areas of budget, procurement, HR, travel, etc.
  • Prepare detailed reports based on research and findings and present at meetings and briefings
  • Prepares documents related to coordinating the preparation of a variety of items such as preparing, tracking, vouchering and managing travel related responsibilities, training requests, individualmass mailings, correspondence, reports and various forms
  • Coordinate the preparation of a variety of items such as travel requests, professional service orders, requests for sponsored travel Form 348, outside activities Form 520, official duty memoranda, training requests, individualmass mailings, correspondence, reports and various forms
  • Track travel packages through the NINDS Travel Online Management System TOMS Review data for accuracy and currency; ensure prompt collection and reporting of information needed for meetings and briefings
  • Prepare travel authorizations, include drafting justifications and ensure timely review and approval of all travel-related documents
  • Find and book hotel rooms for NINDS staff attending conferences, meetings at Federal per diem rate
Reviews policy and regulation that governs the activities performed in the program.
  • Review business, operations and program plans for consistency and compliance with institutional and governmental policies
  • Draft policy statements and present to upper management as requested
  • Draft policy documentation for review by upper management
  • Gather and analyze information about processes and programs; prepare reports, letters, and other documents for review and input for programs, policies, and activities
  • Provide guidance to travelers about Federal travel policy for both domestic and international travel Serve as a resource for staff regarding established conference and travel policy; keep abreast of new NIH and NINDS guidance and conference and travel policies; disseminate information to staff and respond to requests for information regarding status of projects or actions
